Tuition and Fees Policy
Purpose
The purpose of this policy is to establish consistent standards for the assessment, payment, and collection of tuition and fees and to define penalties for late, partial, or non-payment.
Ensures transparent billing practices and compliance with federal and state regulations, including Title IV of the Higher Education Act.
Scope
Applies to all students enrolled in credit-bearing programs at FCoE, regardless of funding source (federal aid, private financing, employer reimbursement, or self-payment).
Policy Statement
Students are financially responsible for all tuition, fees, and other charges. Payments must be in full or via approved arrangements by the published due dates. Failure to meet obligations may result in late fees, registration holds, or withdrawal.
1. Tuition and Fees Schedule
The official schedule is published annually. Tuition is charged based on credit hours. Additional fees may include registration, technology, laboratory, clinical, and graduation fees. Most fees are non-refundable.
2. Payment Due Dates
Due no later than the first day of each term, unless otherwise specified in an approved payment plan. Financial aid recipients must complete all documentation prior to disbursement to avoid late penalties.
3. Payment Methods and Arrangements
- Cash, check, or money order.
- Credit or debit card (may include processing fee).
- EFTS or approved Tuition Payment Plan (installments).
4. Late Payment and Penalties

| 1–14 days past due | Courtesy reminder. |
| 15–30 days past due | Late payment fee of $25–$50. |
| 31–45 days past due | Registration hold; suspension of services. |
| 46+ days past due | Referral to collections; administrative withdrawal. |
5. Financial Holds
Restricts students from registering for future classes, participating in graduation, or receiving official verifications. Removed only after full payment or approved plan reinstatement.
